WIP and Cushman award synopsis question

I’m preparing a manuscript for consideration as a WIP Award and Karen Cushman Late Bloomer Award and have a question about the one-page cover letter/synopsis. Should it follow a standard cover letter format (salutation, closing, synopsis, why I’m submitting to this award competition, my qualifications) or should it include only the synopsis (including intended audience and market info)? Either way, should it include a salutation and closing?

I’m unsure because in the FAQ, only an example of the synopsis is provided, so initially I was thinking SCBWI just wanted the synopsis. Thanks for the advice.

:welcome Stacey. Whenever I apply to a grant that requires a cover letter, I write it in that fashion.
