My son just brought home Michael Recycle Meets Litterbug Doug from the school library. It's from 2009, but meets your criteria, as Litterbug Doug changes his ways. Cute story.

My kiddoes liked BILLY BULLY by Ana Galan,  Alvaro Galan, and Steve Simpson. It was published in 2009 and purchased through a Scholastic Book order (but I see it's also available through Amazon). Besides showing Billy's conversion from bully to friend, it's also a counting book. Bonus!!
