I've found articles on general world building in fiction to be helpful for this. You have to build every character's world. Sorry I can't be of more help.

You might want to look at Malinda Lo's website. Also "Writing Magic" by Gail Carson Levine is not exclusively about fantasy, but she is an excellent fantasy/fairy tale writer and the book is so much fun.
