Hi SCBWI Members-
The Ann Whitford Paul Award mentions including a cover sheet with your manuscript but nothing about a cover letter/synopsis...am I understanding the guidelines correctly (see below)?
This award is open to any SCBWI members with picture books who are not under contract and/or have not sold a picture book manuscript in the last five years.
Please include a cover sheet that has the title of the manuscript and all of your contact information. Please submit text-only manuscripts – no dummies or published work.
You may only submit one manuscript (fiction OR nonfiction), which should not exceed 1000 words.
We are only accepting electronic submissions. Email your manuscript to annpaulaward@scbwi.org.
Include manuscript as a PDF attachment

Synopsis aren't usually included with Picture Books as the entire book is submitted. And it appears that no cover letter is needed either, just a cover sheet, which looks like it's replacing the header of your first page.
I would just follow these instructions. Best of luck!

What DK said is also my understanding. They probably review the manuscripts without identifying info and then match up to the cover sheet so they can notify winners.
