The best I have seen so far, in terms of technique certainly, are
Drawing Words and Writing Pictures
and
Mastering Comics
---which is the sequel. Both are by the incomparable Jessica Abel and Matt Madden. Their website is very useful too:

I have MAKING COMICS by Scott McCloud on order. I'm supposed to get it Tuesday. I really liked his Understanding Comics.
I've been taking some illustration courses at SVS ( https://svslearn.com/#%2F ) one of which was their How To Draw Comics course. They base it on the books by Scott McCloud and Will Eisner. Great course, and now that they do subscriptions i find it really affordable.
Another supposed to be good how to (that I haven't read yet) is FRAMED INK by Marcos Mateu-Mestre.

Are these resources well-suited for writers who are not illustrators?

Dionna, some are definitely artist oriented, but writing for GNs is a very visual process. A writer would likely get something useful out of them all. I do recommend Scott McCloud's books (mentioned on your other thread) for anyone, writer or illustrator, looking to learn about graphic novels.
