I loved A GREAT AND TERRIBLE BEAUTY by Libba Bray, though it is also fantasy.

Marissa Doyle's BEWITCHING SEASON is another fantasy that is a lot of fun.

If you want straight historical, try The Agency series, starting with A Spy in the House by Y.S. Lee. Lots of fun and set in a diverse Victorian London.
