I think Back Matter is the correct term.  Anyway, can back matter be considered part of the 32 pages in a picture book?  Some pb I've seen have back matter added onto the back cover, but I am hoping that back matter can be included in with the 32 pages.

Oh yes, in my experience the back matter is usually included in the 32 pages. Have a look at some PBs in the library to prove it to yourself. Or googlebooks if you don't have a library close by.

Backmatter is almost a requirement in nonfiction PBs, if that is what you are writing.

One other question I have is:  Is the back matter included in the word count for the book?  My ms has an 800 word count and that does not include the back matter.  Now I'm sure after I do a few revisions the word count will drop, but still, will the number of words be included with  the word count of the story itself?

In my experience, it is not included in the word count.

I would not include back matter in the word count. I would list it separately on the manuscript. Also, your back matter typically is included in our 32 pages. I've seen a lot of it start on spread 30/31 and go onto 32.
