Title: Are any topics off limits?

Hi! Something came up recently during a research project and I've been stumped trying to find answers. I'm going to try to frame my questions generally, so here they are:

1) Can one theoretically write an historical fiction novel about any true event, as long as it's fictionalized, or are there limitations to think about?
If that person is a public figure does that change anything? If the story is in the news and I get all my information from news sources does that change anything? What if it's in the news but I get information from personal interviews? Could the people I interview claim any rights to the story?

And are there good resources for me to answer these questions? Any good books out there?
