I think you may want "hocking" instead of "hacking." That's the way I've always heard it, and a quick google search brought up a lot of links saying the same.

Dictionary: loogie.

You can hack up a loogie, but generally, around here anyway, it's about the action of bringing it up and out, so you hock a loogie.
