At what age would a kid be allowed to maintain his/her own blog with minimal parental supervision? I know that FB requires kids to be 13 to join, but didn't know if blog-hosting services had the same rules.

If you *want* your character to have zero interference, the blog could always be hosted on a personal server. I've leased server space for years, and my blog just lives in a folder in my main directory. (I actually have two.) You need a little savvy to set it up, but a lot of kids are that savvy. Or a parent could set it up.

I don't know if facebook does anything special to confirm your age, but on most sites, it's very easy to get around this. They just ask for your birthdate including the year, and if it's a "parental supervision under 13" site they just ask you to check a box that says you are being parentally supervised, or if it's a "no one under 13" website then they say you can't have an account. So all the kid has to do is lie about their birthday, or say they're being parentally supervised when they're not, or whatever.
