When they say "proposal" do they mean cover letter + ms?

I am confused.
I would like to submit my story to August House, but their submissions guidelines have me scratching my head. I have heard of writing a query letter, then submitting a cover letter with ms... but their submission guidelines (

) make it seem like your cover letter + ms *is* your "proposal". Am I correct, or am I reading this wrong?

Hmmm. Usually a "proposal" is what you submit for non-fiction, so you're write, the choice of words here is a little off. It does seem to me like they want you to send your MS...why not just contact them and as for clarification?
