Help me remember - Twin girls who share a jacket

I've been trying to remember the name of a book I read in elementary school. 

The kids at school are trying to figure out why the new girl can't remember things from one day to the next and it turns out that the new girl is really two twins who have to take turns attending school because they can't afford two jackets.

I don't know when it was published, but it must have been before 1987ish.

Anyone?  I've tried googling a couple of phrases and can't find any leads.
