Yes, I do have the one book, How To Illustrate Children's Books And Get Them Published.

In my search I did happen to run across: Picture Writing by Anastasia Suen.

I'm going to vote for Writing Picture Books by Ann Whitford Paul too!

Two that are for illustrators, but have great info about story (helpful to writers too - if you want to think of the visual side of the story, and how that affects and intertwines with the words):

One I just read recently and discussed on another thread is Linda Ashman's The Nuts and Bolts Guide to Writing Picture Books, which is for sale as a PDF on her website (http://www.lindaashman.com/newsletter.htm). It's particularly good about rhyme, but I learned a ton about the basic how-to's of pb writing.

Joan Aiken's Writing for Children, Susan Cooper's Dreams and Wishes, and Richard Peck's Invitations to the World are my favorite books on writing. I also really like Uri Shulevitz's Writing with Pictures.
