I'm having trouble looking this up with keywords. What picture books can you think of that involve books or the act of trying to write or read?

For example, Morris Lessmore, Alfred Zector Book Collector, the Plot Chickens, or the Rocket books.

Not sure this is exactly what you're looking for, but "I Hate Picture Books" by Timothy Young is about a kid who, well, hates picture books. But really doesn't!

And "Books for Me" by Sue Fliess is a rhyming PB about going to the library to get books.

Oh, and "The Children who Loved Books" by Peter Carnavas, and
"The Boy on the Page" by Peter Carnavas may be worth a look too (I can't remember if it is entirely relevant to what you are after, sorry)

There's a NF book about making books by Aliki, and the library cat Dewey, but you're looking for fiction right?
There's a very poignant one whose title/author I'm not remembering but the twist is that the grandmother is learning to read English every Wed.

Debbie Ohi's WHERE ARE MY BOOKS? and Abby Hanlon's RALPH TELLS A STORY are both great. Oh, and THE LONELY BOOK by Kate Bernheimer is nice as well.

A really fun one that is going to be coming out this July is THE SUMMER NICK TAUGHT HIS CATS TO READ by Curtis Manley.

(Curtis was kind enough to share the text with me so that I can talk about it during my upcoming SCBWI presentation, "Writing Words that Beg for Pictures". So excited to see the illustrations!)

Kate Messner has a picture book about reading a story. I think it's illustrated by Mark Segal, but I don't remember the title.

Another good one is "Library Mouse" by Daniel Kirk. And I second "Duncan the Story Dragon" by Amanda Driscoll. I just cataloged that one for the PreK-8 school library where I work, and I plan to read it to a kindergarten class this coming week.
