Determining Genre

I'm not sure if there's a better place to post this question...

I have three picture book manuscripts based on true stories. They are real people from the past, and real events, but fiction. Comparable books are "Virginia Wolf" and "Julia, Child", but my characters remain adults, not children.

Is this historical fiction? Is there a better name?

Is it like a biography or narrative non-fiction? Or is this a made up story with a historical figure?

Definitely fiction, but historical figures, and based on true events.

It's historical fiction, but I've seen some extremely fictional books marketed as nonfiction.

Examples:
Dear Mr. Washington by Lynn Cullen, illus. Nancy Carpenter
The Noisy Paint Box by Barb Rosenstock, illus Mary GrandPre

The notes say that there is that there isn't evidence that Kandinsky or George Washington/Gilbert Stuart experienced the events in the stories, which are imagined based on what is known.

Historical fiction sounds like the right category to me.
