Wattpad? Or alternative for a beginner?

I'm totally ignorant about Wattpad, so please bear with my stupid questions.

My friend's daughter (in her early 30s) is interested in writing fiction. I presume eventually for publication. My friend asked me whether Wattpad is a good idea for her.

Would you recommend that she join and use Wattpad? Or should she start elsewhere if all she wants is some constructive feedback?

Okay, no answers.

I'm guessing that confirms my hunch that Wattpad is a terrible idea for a my friend's daughter. I know it's not for me. And I think that what my friend's daughter really needs is lots of practise, maybe a writing course, and constructive criticism from a critique group. And when her writing is ready, she needs to study markets and submit it.

I'm not sure why any beginning writer would want to publish on Wattpad or any other SP venue. Especially Wattpad--they have something like 40 million subscribers, writers/readers combined. The other stats on them make you go  :drinking2, like how many chapters are downloaded per day.

A few writers on Wattpad have picked up agents, apparently, but like with agent contests and such, the writing first has to be there.
