Picture Book Word Count Include Back Matter?

My picture book manuscript has a historical page after the story.  Do I include that page of text in the word count for the manuscript? If the publisher says the manuscript has to be under so many words does that include the historical afterward?

You could say in the right hand corner:

450 words
250 back matter

Or something like that.
