Does anyone know the typical purchasing policy for public city school districts for picture books that have a reference to praying? Are they typically prohibited from purchasing books with any religious themes.

My guess is this will depend on the community. Some cities are more open than others, and a reference is not the same as a theme. Most kids know people who pray. That's real life. But getting into the specifics of a religion may narrow your market. And making one religion out to be "right" will surely not fly in public schools. Handle with care, but don't necessarily avoid it if its true to your characters. But that's just my take.
